Based in Napa, California, Quality Incorporated Site Work & Underground is a privately held, full service General Engineering Contracting firm.

Our Mission

Our team has come together to reach our common goals: create opportunities for our teammates and improve our community while maintaining the highest level of integrity and honesty. We do this by providing the best service possible to our clientele and building long term relationships based on mutual respect and common goals within the team and in the community.

Safety

The safety and health of our team members along with everyone else on the project is a high priority on every project we are involved with.

Before we start a new project the project coordinator and the project leader perform a prestart safety inspection to identify any safety issues prior to moving into the job.
This prestart safety inspection is reviewed with the estimator on the project to identify additional issues that may come up as the project progresses.
Project Leaders inspect jobsites daily and updates the job specific inspection form as the project evolves.
Each day our team reviews the ongoing jobsite inspection form with the project leader to ensure that all team members are aware of potential hazards.
Monthly job site inspections are performed by the project coordinator and reconciled with the ongoing daily inspections to verify that the Project leader is aggressively inspecting the project site.
Our team members participate in bi-weekly tailgate safety meetings where input is required from each team member.
Our team members participate in the on-site safety meetings conducted by our General Contractor partners to maintain a project wide view of potential hazards and coordinate with others to maintain a safe site for all workers.

Executive Team & Company History

Richard Bissett

President

Richard has over 33 years of experience in the General Engineering trades. Working his way up from construction laborer, Richard, followed his entrepreneurial spirit when he was only 23 years old by joining an existing Napa based company and managing the grading and excavating division of Napa Quality Pipeline Inc.

In 1990 Richard started his own California Corporation, Quality Grading & Excavating, Inc. Over the years Richard has strived to create an environment where all participants have an opportunity to thrive and reach their full potential.

In 2008 Richard formed a new company with Office Manager Paulina Cole creating Quality Incorporated Site Work & Underground. Quality Grading & Excavating’s merger with Quality Inc. has finalized the transition from sole proprietorship to a corporate management team.

Paulina Cole

Chief Financial Officer, Bookkeeping, Partner.

Paulina Cole spent 6 years working in her families general engineering business from 1988 to 1994. She managed all aspects of the administrative side of the business. From 1994 to 2003 Paulina stayed home to raise their 2 children.

Paulina joined Quality Incorporated in 2003 as an administrative assistant and worked her way up to Chief Financial Officer/Office Manager.

Paulina then in 2008 became a partner in Quality Incorporated with Richard.
